Head of Domestic HR (Temporary, 6 Months)
We are looking for a Temporary Head of Domestic HR
IMPORTANT: The HR Department at MSF Norway is undergoing a reorganization, and the purpose of this role is currently under review. Therefore, this is a temporary position.
The HR Department at MSF Norway is responsible for all HR activities and services related to both domestic and international staff. The HR Management Team consists of the HR Director (HRD), the Head of Domestic HR, and the Head of International HR. Together with all HR colleagues, the team aims to:
- Deliver strategic HR management and leadership support to attract, develop, and retain the right people, while enabling organizational development by addressing contextual and organizational needs.
- Ensure that MSF Norway is a responsible employer and an attractive place to work—where people feel inspired, motivated, and committed to our social mission.
As the Head of Domestic HR, you will oversee all aspects of domestic HR delivery and development. MSF Norway currently employs approximately 220 Locally Hired Staff (LHS HQ), including around 110 staff in the Direct Dialoguing/LTM teams (a mix of full-time and part-time staff). Areas of responsibility include employment contract management, staff policies, HRM systems and databases, compensation and benefits (including payroll), as well as advising on HR management, legal issues, talent acquisition, learning and development, and organizational development processes and projects.
Key Responsibilities
- Responsible for strategy and annual plan for MSF Norway’s Domestic HR, covering talent acquisition, people development, HR administration, compensation and benefits, HR projects, and policies, in alignment with MSF Norway's overall vision and strategy.
- Lead domestic HR analytics, reporting, and budget processes to support the annual plan and enable strategic HR planning.
- Manage and support the Domestic HR team by:
a) Overseeing daily operations including working days, sick leave, vacation tracking, 1:1s, career follow-up, recruitment, and administration.
b) Practicing active listening, coaching, empowerment, and support to foster a culture of feedback, recognition, and collaboration. - Serve as a strategic HR partner and advisor, guiding departments and staff through organizational changes, policy updates, labour law matters, and legal transitions to ensure effective communication and change management.
- Lead key annual processes including the Annual Appraisal Dialogue Process and the MSF Norway Employee Survey to support performance management, employee development, and engagement.
- Act as Project Owner for all HR policy maintenance and development, delegating project management responsibilities to team members and other relevant resources.
- As a responsible line manager, working to prevent abuse, by reinforcing, discussing, and modelling the MSF Behavioural Commitments.
We Are Looking For a Professional With:
- Higher/relevant education and at least 5 years of experience leading and managing teams in a regional and/or global HR operations context.
- Experience in stakeholder management, networking, and change management.
- Certification and experience in coaching and/or mentoring (an asset).
- Previous or current experience with MSF.
- Fluency in spoken and written English (B2 level or higher); fluency in a Nordic language is an advantage.
