Portfolio and Project Capability Lead
Doctors Without Borders is looking for a Portfolio and Project Capability Lead for a temporary six-month position.
This is a temporary, six-month, full-time position (100%), with expected start in December 2026, or as soon as possible.
For us meaningful impact depends not only on what we want to achieve, but also on how well we turn our ambitions into focused, realistic action. That is where the Portfolio and Project Capability Lead comes in: establishing pragmatic portfolio and project-management practices that help us make informed choices, deliver strategic initiatives, implement our multi-year strategic plan (MYSP), and build lasting organisational capability beyond this six-month assignment.
We are actively working towards creating an inclusive workplace where all voices are heard, respected, and valued. We are committed to accessibility and are happy to make reasonable adjustments for candidates who may need them during the recruitment process and throughout employment.
By the end of the six-month assignment, your work will have helped us establish:
A strategic project portfolio-management framework for identifying, assessing, prioritising, approving and monitoring strategic initiatives.
A common strategic portfolio that gives us visibility of priorities, ownership, resources, dependencies, risks, expected benefits and progress, and a good basis for decision-making.
A clear MYSP implementation roadmap with priorities, ownership, timelines and key dependencies.
Practical project and programme-management framework and tools that support consistent planning, delivery, evaluation and governance of our projects.
Clear reporting and indicators that help us monitor MYSP progress, outcomes and benefits.
Alignment of these frameworks with our financial planning, so portfolio decisions reflect budgeting, forecasting, resources and organisational capacity.
Strong organisational capability, with relevant colleagues equipped through training, coaching and practical support to continue using these approaches after the assignment.
A sustainable way of working, with clear organisational ownership and routines for maintaining the portfolio, roadmap, reporting and governance after the assignment ends.
We are looking for candidates with:
Relevant higher education, or an equivalent combination of relevant education and significant professional experience.
Practical experience in strategic portfolio management, strategy execution, programme management or a closely related area.
Experience establishing or improving project, portfolio, planning or organisational performance-management practices.
Knowledge of financial planning and its connection to prioritisation and resource allocation.
Knowledge of Management of Portfolios (MoP) and PRINCE2, or an equivalent project-management methodology.
English at CEFR C1 level.
Strong strategic and analytical thinking, with an ability to turn complexity into practical approaches.
It is an advantage if you have:
Professional training or certification in portfolio, programme, project or change management.
Experience with process or enterprise architecture.
Experience in an NGO, humanitarian or international organisation, or another complex stakeholder environment.
Experience within MSF or knowledge of MSF structures and ways of working.
Knowledge of Lean or continuous-improvement principles.
Norwegian at B2 level or above.
We Offer:
The opportunity to shape practical ways of working that support the implementation of MSF Norway's multi-year strategic plan.
A temporary, six-month, full-time position (100%), with an expected start in December 2026 or as soon as possible.
Flexible working hours with core hours from 09:00–15:00, and one day of home office per week.
Two additional days of annual leave.
Workplace: While we would ideally like the successful candidate to be based in Oslo, we are flexible on location within Norway and are also open to candidates based in other Nordic countries where MSF has a partner section (Denmark, Sweden and Finland), with frequent travel to Oslo expected.
Salary according to Doctors Without Borders’ salary principles, salary grade 16: NOK 57,554 - 61,239 NOK per month (based on relevant experience). For candidates employed by another Nordic MSF partner section, compensation and benefits will be aligned with the salary framework, terms and employment practices of that section.
At Doctors Without Borders, we value diversity and seek to have an inclusive and accessible work environment. We encourage all individuals who have the required qualifications to apply, independently of their ethnic, national, or cultural background, age, gender, sexual orientation, religious belief, disabilities, or other aspects of their identity.
