We are looking for a Development Advisor responsible for our Non-Medical International Mobile Staff
The HR department at Doctors Without Borders Norway is seeking a Development Advisor (Karriererådgiver).
HR Field Team / International HR Team is responsible for the international mobile staff Doctors Without Borders sends from Norway to medical emergency projects worldwide. This includes attraction, recruitment, deployment, and development. Our goal is to have the right person in the right place at the right time. At the same time, we work to ensure the best possible working conditions, support, and development opportunities for our staff. As a Development Advisor, you will have a service-oriented role and be an active member of the International HR Team. As an employee of the world's largest medical emergency organization, you will work closely with colleagues at the Oslo office and collaborate with partners in different parts of the world. You will serve as a point of contact and development advisor, supporting our non-medical international mobile staff throughout their careers in the organization and facilitating their professional and individual growth.
Job Responsibilities:
Recruitment:
- You have an overview of staffing needs in our projects.
- Serve as an advisor in the selection of applicants.
- Contribute to the execution of relevant recruitment activities.
- Ensuring a smooth onboarding process; responsible for the content and co-leading seminars with colleague(s).
Deployment:
- Develop strong relationships with international partners through networking and dialogue.
- Facilitate successful deployments by staying informed about operational updates and needs, as well as maintaining an overview of available international mobile staff, their competencies, and interests.
- Work proactively and strategically to meet global deployment needs, and provide personnel for new emergency deployments.
- Serve as the main point of contact for coordinating efficient and responsible execution of each deployment, including departure and return.
- Implement various guidelines and procedures related to departure and return.
Career Development:
- Facilitate optimal performance of international mobile staff during global deployment, provide opportunities for learning and professional growth, and work towards careers that align with the organization's evolving needs and the expertise and interests of our staff.
- Act as a support and advisor for non-medical international mobile staff. This involves assessing their competencies, motivation factors, and learning needs.
- Establish the foundation for successful deployment by providing relevant and up-to-date project information, individual briefings, necessary preparations, and pre-course training.
- Be available to offer any necessary guidance or support during the deployment itself.
- Conduct debriefings and provide individual follow-up after completed deployment to facilitate reflection, further development, and planning for subsequent assignments and potential long-term careers within the organization.
Other:
- Regularly analyze staffing capacity and gather various statistics.
- Continuously document and maintain databases for international mobile staff.
- Plan and organize various learning seminars, including content and logistics.
- Collaborate with the rest of the International HR Team to actively participate in the further development and implementation of our strategy and plans.
- Serve as a superuser in our HR database.

Required:
- Bachelor's degree or higher education in HR or social sciences.
- Relevant work experience (over 2 years) can compensate for a lack of education.
- Experience in HR management.
- Experience in humanitarian work outside of one's own country is essential.
- Excellent experience in using Microsoft Office tools, including database usage, and understanding.
- Fluent in spoken and written English (level B2).
Desirable:
- Knowledge and experience in coaching, or an interest in acquiring such knowledge.
- Experience and/or education in psychological first aid.
- Experience in conducting training for others.
- Fluent in spoken and written Norwegian (level B2).

- Salary according to Doctors Without Borders salary policy, salary scale 16 (652,678-717,486 NOK per year, depending on work experience).
